October 24th is known to be Club Penguin’s anniversary. Presumably it will be an anniversary event for the Club Penguin game. (15th Anniversary of Club Penguin). Make sure you are logged in on the 24th of October!

You might know of a player called McChugga, who I associate with this item, as he’s been really wanting it to have it added to the game.
